It is thousands of years in Earth's future and what remains of the human race fears the mutants more than anything else. If something is born malformed or slightly different (such as an extra finger), whether it be crop, farm animal or human, it is dealt with harshly. When David Storm discovers that he's able to communicate telepathically with other human children in his community, he wisely keeps it secret to himself. When he becomes an adult he travels with a group of these telepaths in search of a modern city he has dreamed about.
Author Wyndham previously explored telepathic children in his novel THE MIDWICH CUCKOOS, which was made into the movie VILLAGE OF THE DAMNED.
