This movie has an interesting premise. Soon after WWIII the Earth's crust is ravaged so much by the nuclear bombs that earthquakes and volcanoes appear, spewing toxic gases into the atmosphere. In this near-future all the remaining cities exist covered, with the fresh air pumped from miles above, where it's not polluted. But there are political factions who want to control the air-and the people who can have it. The main story is about two brothers who are part of the 'Air Corp', those workers whose job it is to prevent breaches in the city and repair them. Most of their job is travelling through these huge city ducts. One of the brother's, Rat, is the good guy and the other the corrupted one. When their father is killed Rat investigates-and finds out it's because of some rich guy who wants to control the Air Corps (and eventually the whole city). Rat learns that a scientist has perfected a way to create air from the oceans -but the scientist is kidnapped. And when some terrorist-type incidents occur Rat is framed for doing it and sent to prison. He escapes-and has to prove to everyone that the city is in danger. He also has to rescue the scientist from the greedy politician's clutches before they can use his air formula.
