What a weird movie. It seems to be parts of a Mexican shot horror movie combined with newer shot footage to explain what's going on.A scientist named Dr. Malthus discovers a way to produce everlasting life by taking the blood from human victims. He's caught by the authorities and his hanged for murder. A few generations later his grandson, also a scientist, comes across his lab books and proceeds to continue his experiments. In fact, he goes and digs up his grandfather and brings him back to life with this process. But the grandfather is crazy, which the grandson soon sees. But before he can stop him the elder Dr. Malthus locks him up in a hidden cell beneath the house and takes his place (they are played by the same actor so they look alike) so he can get his victims and his fresh blood plasma. Every so often the movie will cut to a scene where detectives are talking about the murders or someone is explaining (heavy-handedly) what's going on. In 95% of the story of Dr. Malthus there is just the omniscient voice-over (from the younger Dr. Malthus) and the actors, particularly the women victims, do appear to be Mexican.This is one of those movies that's so bad it kind of hypnotizes you into watching it. You just can't believe it!
