This made-for-television movies starts off promising, with Sylvestor McCoy being shot by a Chinese gang and rushed to hospital where a female surgeon, Grace, is puzzled that his heart is different--he has two of them. He dies, then is regenerated when he's in the morgue. Paul McGann now portrays The Doctor. His new companion ends up being Grace, though much of her screen time is disbelieving what is happening to them. Although the continuity of the movie is great, in that if fits in with the British series, the problem is that it simply doesn't feel like a Doctor Who story after the first ten minutes. Another big problem is that Eric Roberts hams it up way too much as "The Master". He's just awful.
The production values are good, it's well edited, but the poor script dumbs it all down too much, presumably for the American audience. In a bit of trivia, Daphne Ashbrook, who portrays Grace here, also portrayed Melora Pazlar in an episode of DEEP SPACE NINE, a character that's regular in the new STAR TREK TITAN books. The movie is also
edited by Patrick Lussier, who I think borrowed the idea of the Doctor's regeneration for his DRACULA 2000 trilogy.
