The premise is that in 2040 humanity has fled to the stars, for a new home since Earth had been rendered uninhabitable through war. A colony has been established on beautiful earth-like planet but the majority of what we see are the interiors of buildings and interiors of spaceships. There's a running theme that the people do not want to repeat their past, with the pettiness and violence that almost made them extinct, yet they are doing the exact same thing on this planet. One of the people in charge of the colony is Stella Isen, who was among the first colonists. When a huge transporter ship shows up in orbit, the last one from Earth, she is hopeful that her husband and daughter are on it, as she hasn't seen them in fifteen years. The husband never made it but the daughter manages to escape in a shuttle before the ship crashlands and is taken prisoner by a rebel group who live in the wild. They have a newborn baby that is sick with pneumonia and hold the girl prisoner until the city people help. Years before there was a virus that killed all the children, so this child is viewed as hope for the future.
When I began watching this show I was all set to see an alien world and instead I get is bickering between a lot of unpleasant characters. Actor Jamie Bamber (Apollo from BATTLESTAR GALACTICA) appears in the first episode as the rebel leader who kills his wife for betraying him but he's killed off. OUTCASTS is too vague, the characters too distant. I am very reluctant to watch a third episode...
