This German movie has some of the best rat effects/shots I've ever seen in a "killer rat" movie. It's also well-written and character driven. The slightly weird part, though, is that there is little gore and seems as if it was a made-for-television movie in how it's constructed, particularly with the sub-plot about the little girl.
The rats are infesting the city because of a garbage hauler strike and are carrying a mutated form of meningitis, which is fatal. It's a race against time to find someone who has the antibodies to it so they can make a serum. They also have to find out where all the rats are converging and somehow destroy them (of course, this ultimately involves a big, fiery explosion).
The dialogue dubbing is a bit off at times and the main character sounds like Ben Stein. I kept on waiting for him to say "Bueller, Bueller, Bueller..."
