Investigating a rapid rise in shark attacks off the African Coast an oceanographer (Casper Von Dien) goes to investigate. He discovers that the vamished sharks are suffering from encephalitis, which is swelling their brains and making them hungry ALL of the time. But that's not all--a local businessman (Ernie Hudson) is eliminating anyone who gets in his way of owning all the coastal property. They way he's doing this is having his henchmen feed them to the sharks. Very predictable. Casper Von Dien (STARSHIP TROOPERS), not exactly the most diverse actor, literally walks through this production, while Bentley Mitchum (the grandson of the late Robert Mitchum) gives a great performance as the slightly crazed, mislead scientist.There's also some blonde chick who looks like exactly like every other blonde chick in this type of movie.
