A mentally retarded Ice Cream Man named Buster (William Forsyth of THE DEVIL'S REJECTS, Rob Zombie's HALLOWEEN) is killed by accident by a group of kids - and he returns thirty years later to get vengeance through their own children. The twist is that when the kids eat his ice cream the fathers melt like a drippy ice cream cone. William Forsyth is sympathetic as the clown - and also extremely sinister as the returned-from-the-dead-spirit.
Although this is a good enough episode of 'MASTERS OF HORROR', I never really understood why someone incapable of such rage or anger in their lifetime would become the opposite after they died. Another example of this is DARK NIGHT OF THE SCARECROW, in which a retarded man is killed by a group of malicious rednecks for a crime he didn't do - and comes back as a reanimated scarecrow and kills them one by one.
