This film is a character study of the police detective investigating the murders and how little anyone knows how to catch The Zodiac. At first he shoots them, then starts using a knife. The police detective starts spending all his time on the Zodiac killings and goes after the wrong guy by mistake. The movie ends on an open note, as this only covers the beginning of the serial killer's reign. Because it's done in such a way, it remains unsatisfying, like an extended episode of UNSOLVED MYSTERIES.
