This comic-book story consists of issues #21-24 of the 90's Malibu series. In the Forbidden City a group mutated humans resurrect Governor Breck in a ceremony and he comes back as a sort of energy creature. He's clearly insane and kills his benefactors, then goes on a mission to purge the land of Apes, which he hates so much. It's eventually up to a group of apes, The LIghtfeet, to take care of him. Super-powered Breck encounters ape characters from earlier in the POTA series and at one point transforms into a giant, crushing apes with his hands. Eventually the leader of Ape City, Alexander (The grandson of Caesar from CONQUEST OF THE PLANET OF THE APES) teams up with the leader of the Lightfeet to summon the ghost of Caesar, who says they may call him "The Lawgiver". Then, the supernatural Caesar and Breck battle it out, with Breck being defeated. And all is well in Ape City.
Ugggh. This is definitely the worst of the POTA comic stories, primarily because it doesn't fit, at all, with the earlier Malibu run or even the movies. It's too fantastical, as if they writer, knowing issue #24 was the last, said "F*ck it" and concocted the most ridiculous tale he could muster. The whole thing just sucked.
