In a futuristic city called Neopolis, on an alternate Earth, super-heroes and villains are commonplace. The Top Ten refers to the group that acts as the city's police force. They include such characters as Smax, sort of an eternally pissed-off Superman, Synaesthia, King Peacock, Kemlo the hyper-dog and Girl One, who can change her skin colors. It's like a cop show inhabited by The Justice League or The Avengers. Stories range from serious to very funny, from them dealing with the son of a giant, Godzilla-like monster to Girl One realizing that Kemlo knows she's naked (she just changes her color to look like she's wearing some clothes). Kemlo is an intelligent Doberman, who wears an exoskeleton that gives him a human body. In one of the stories he starts dating a human woman, which gets even more weirder when his exoskeleton is damaged and he's running around in his regular shape---and we realize that he REALLY is a dog. There are corrupt heroes and a child-pornography ring that has something to do with superhero sidekicks.
