The premise is that a new girl named Lena moves into a Southern town and she's believed to be a witch by the local populace, which isn't totally untrue. Her family lives in a huge, isolated mansion and they're indeed witches. When an "accident" happens, which shatters the windows in one of her classrooms, she's banned from the school and ostracized by the rest of the town. A local boy, Ethan, is intrigued by her and they become friends. It is nearing her eighteenth birthday and on that day she'll either become a good witch or an evil witch. Her mother Sarafine (Emma Thompson) also appears, inhabiting the body of an uptight local woman.
The first half of this two-hour movie was intriguing--but quickly loses steam after the first hour. It also has an ending similar to the final TWILIGHT movie, which further diminishes the overall film quite a bit. If you have an itch for a witch movie re-watch THE CRAFT or THE WITCHES.
