As with the previous Highlander animated series from the early nineties, this takes place in the future, though only about a hundred years from now in which global warming, war and disease has reduced the human populace. An immortal rules what's left of New York City and he wants to kill off anyone who doesn't want to follow his laws. Colin MacCleod, over a thousand years old, has had many run-ins with this guy but has been unable to destroy him. He's determined to behead him because he had killed his beloved wife long ago.
Stylistically, it's an Anime movie, very much along the lines of the FIST OF THE NORTHSTAR adaptations. It's definitely oriented more towards adults, as there's mega-violence, nudity, sex and ample use of the "F" word. The producers of the Highlander franchise always mess around with continuity, so I have no idea how this fits in with any of the movies or the television series, yet as a stand-alone movie it is entertaining and interesting, capturing all those "Highlander elements" we're familiar with. There can only be one!
