Basically, the writer/director took cues from the very first Joe Dante movie and mixed it with a scenario for the TWILIGHT crowd. The result is better than you'd think it would be. Will Kidman (Landon Liboiron) is an average high school student, whose mother, Kathryn (Ivana Milecevic) presumably died giving birth to him. At the very beginning of the movie he's talking into a video camera (basically, he has the Dee Wallace part) and is going to morph into a werewolf. In a flashback scene at the beginning of the film we see that she was stalked by a werewolf--and attacked just as he was being born. Is he cursed to become a werewolf? In school he meets a mysterious girl, Eliana, who may also be a lycanthrope.
His mother is leader of a werewolf pack and wants to create an army of monsters. The werewolf makeup and costumes are great, almost as good as DOG SOLIDERS and better than any of the GINGER SNAPS movies. Next to HOWLING: THE FREAKS, this is the best HOWLING sequel. Recommended.
