As killer animal movies go this is better than most, probably because it deals with insects rather than a giant fish or boa or python or some computer-generated mythological beast. Dan Cortese is the scientist/hero and Julie Benz (ANGEL) is his wife, who works for the Department of Agriculture. Her father (Jeff Fahey in his 20th movie this year...) is a scientist who works at a company called Silogen, which has genetically engineered a type of desert locus to feed on insects and animals instead of crops. This is great for the plants but not so good for the local population when they escape. At first skinless cows are discovered, then people as the size of the swarm grows. The locusts were supposed to die off in two days because they were all engineered to be drones, but as things work in these movies that didn't work. The big grasshoppers are also immune to any type of pesticide and eat it like candy.The movie ends in the usual way, with the guilt ridden bad guy (Fahey) sacrificing himself for his sins and some of the locusts still surviving (for LOCUSTS: The Second Eight Plague, probably).
