The movie opens with a group of psychic kids being trained and guarded by the army. Two of them, Malcolm and Tracy, escape, only to be recaptured a few hours later by a team led by Clarence Williams III (MOD SQUAD), who seems to look out for her as his 'surrogate' daughter. Soon after they're visited by a government official (Michael Ironside), which coincides with the facility being attacked and almost everyone killed. Tracy sees that David is shot-Tracy is rescued by that soldier.Years later we find an adult Tracy (Emmanuelle Vaugier of SMALLVILLE) working as a professional psychic and that she has no memory of her traumatic past. She is hired to investigate a Senator's missing daughter, who has supposedly joined a new age type cult. And this Senator turns out to be the same guy who ordered her and her fellow captives killed those years ago. Also on hand is an FBI agent she works with (Antonio Sabato, JR), who is a potential love interest that never pans out.Tracy infiltrates the cult only to find out that its leader (ERIC ROBERTS) is actually Malcolm, who had possessed a soldier's body after he was mortally shot. He wants to use the cult as a breeding ground to create new psychics and take over the government that had tried to kill him. To do this he had impregnated all the cult's young females. In the end there's a confrontation between the evil Senator and Malcolm-and Malcolm manages to take over the Senator's body. But because there are all these federal agents about Tracy is unable to do anything. Months later, at a political rally where the Senator is on the road to the presidency, she shoots and kills him, sentencing herself to a life behind bars. There's not a lot of originality here....it reminded me of that television series DARK ANGEL, with all these children being raised and trained by the government. It also reminded me of SCANNERS, particularly with the mind switcheroo at the end.
