A group of high school kids are partying in their van at a city park when along come these mutant looking freaks. They all look like they have different occupations-one is dressed like a policeman, another a surgeon and yet another an indian. They kill everyone except for Natalie, who is found by the police. She tells them her story-how these maniacs came out and killed all her friends-but no one believes her. They still don't believe her when none of her friends ever return home! But there's one boy in her high school that does believe. Because she had seen the monsters they try to track her down, only to be foiled at the last minute. For some reason the monsters come out from under the Golden Gate Bridge and can't stand water. If water hits them they start melting. So during the high school Halloween party Natalie and her new boyfriend, who is also playing in the band, devise a plan to kill the Neon Maniacs with a bunch of squirt guns. It pretty much works. Of course, the movie is open ended for a sequel that was thankfully not made! There is bad electronic 80's music and hair, teenagers who look as if they are twenty-five years old and a nonsensical story. I don't really know what to make of this movie as it's not entirely awful yet not redeeming enough to recommend to anyone.
