In a small town it's the anniversary of the first of a series of 14 kidnappings that were never solved, presumably done by a serial killer. A deputy, who lost his son Kyle, is still haunted by this, so when he comes across a suspicious suspect that's actually being held in one of the jail cells he starts to form a theory. Unfortunately his theory is correct. This guy did kidnap a bunch of kids and has been keeping them in cages the past decade, making them into crazy and dangerous beasts. They are like rabid dogs, so that when they are released they start killing everyone in the town.
The deputy, along with his wife and daughter, end up taking refuge in the police department and he must decide if he can try to help his deranged son or not.
This is a good idea and not a bad horror film but it is unpleasant, filled with tortured characters all around. Although the main guy is supposed to be sympathetic he still comes off like an a-hole, so you're not exactly rooting for him. But maybe that's the point.
