I'm a pretty dedicated Troma fan, but "Tales From the Crapper" is some of the worst stuff they've released (aside from "Maniac Nurses"). Lloyd Kaufman plays the part of the Crapkeeper and introduces two short "films" with occasional interruptions in which he acts in equally unamusing segments...
The first part has to do with alien strippers and police detectives. It is so incoherent that I am incapable of explaining it further. The second, and slightly better part, involves college kids throwing a party with vampire hookers in order to raise tuition... This one has brief cameos by Ted Raimi, Ron Jeremey, Trey Parker (telling the Aristocrats joke which was kinda funny), Eli Roth, and the fat guy from "Lost".
From what I've heard, the final cut of "Tales From the Crapper" was the result of incompetant amatuer film-makers who goofed up most of the footage they shot. Kaufman, being the wacky bastard he is, decided to slap it together with additional T&A scenes, fart noises, off and on voice over dubbing, and "Boner Vision" which features a small window in the corner of the screen showing naked women when the movie begins lagging. These inclusions do not help the final product at all. It's incredibly tedious and shoddy. The only somewhat amusing thing about it was Kaufman wearing a garbage bag on his head for all of his scenes. Avoid this like the plague.
